Geographic Information Systems (GIS) in Action

With the outstanding support of ESRI and IDV Solutions, leaders in geographic information system (GIS) modeling and mapping software and technology, the ADRA and Caritas teams were able to use, for the first time in a simulation scenario, Web-delivered maps with current operational information posted for managers and field teams. Connectivity was over a BGAN mobile satellite terminal, with service donated by Inmarsat.

Attendees at Tech Day, on October 31, were able to view GIS solutions from ESRI and IDV Solutions. The field teams then received additional familiarization during the training phase, enabling them to view relevant information throughout Exercise Khichadi. Both solutions featured pre-loaded maps of the Kathmandu Valley; the maps could be printed at any time for field team use.

A HumaniNet volunteer, Sue Gemmell, demonstrated how GIS can support disaster relief work through a "virtual team." Supported by David Gadsden and Scott Moore of ESRI and using ESRI's ArcGIS Server technology, Sue was able to post geocoded data from the United States, based on field reports on the simulated disaster.

The dynamic maps of IDV Solutions, based on their Visual Fusion technology, presented "real world" information in addition to simulation reports. On the day the exercise teams departed for the mountain location, they were able to check a serious security incident on the Visual Fusion map to determine if it would affect their travel and planning. (It was in a different district of Nepal.)

All teams and observers were able to view simulation information throughout the exercise as it is added to these dynamic maps. Visit Exercise Khichadi's GIS site to see ESRI's ArcGIS Server view of Nepal and view maps of the field exercise region. Use the toolbar to zoom to Kathmandu, and use the Help link (on the right side) for further assistance with the interface.
