Exercise Khichadi
Goals and Objectives


The goals of the exercise
were to:

Build the capacity and capability of relief networks in South Asian countries to respond to major disasters.
Strengthen local disaster response networks and
inter-agency relationships.

Key objectives for Exercise Khichadi:

1. Promote emergency preparedness, planning and response within the Caritas and ADRA agencies in the South Asia region.
2. Provide a sharing and learning environment to further the development of response preparedness and planning at the country and regional level.
3. Explore and better understand the role and responsibilities of key stakeholders in disaster response, including the military, UN, donors, Red Cross and INGOs.
4. Provide a learning experience for all simulation participants.
5. Provide a forum where key disaster response agencies can discuss what their role might be in a major disaster and how this might be coordinated.
6. Provide an opportunity for personnel and organisations to further develop their relationships with local and regional partners.
7. Identify all the issues which need to be addressed during an event of this type so solutions can be found.
8. Document the knowledge gained so that it can be shared within each organisation and the humanitarian sector at large.

Training programme key objectives:
1. Increase the knowledge and skills of disaster response personnel in the use of emergency communication equipment and global positioning systems.
2. Research and identify options for mapping resources relevant to disaster response.
3. Increase the knowledge, understanding and application of key humanitarian quality and accountability principles and standards including the Code of Conduct for Red Cross and NGOs in Disaster Relief, the Sphere Humanitarian Charter and Minimum Standards in Disaster Response and specific agency commitments.
4. Consolidate the knowledge of each respective agencies’ disaster response operational guidelines.
5. Review and discuss the development and application of assessment tools.
6. Discuss the applicability of an internationally recognised incident management system to manage the response to a disaster.
7. Discuss the UN cluster approach to coordinating a response to a major disaster and the implications for each organization.
